getting a reading of P1413 secondary air injection system monitor circut voltage low

How do I fix ?

already replaced EGR valve and a solonoid

Wiring harness circuits (B+, EAIR, EAIR monitor and ground). Solid State Relay (SSR). Electric Air Pump (EAP). Air injection by-pass solenoid. Air injection diverter solenoid. Air injection diverter valve. Powertrain Control Module (PCM).
