1999 Ford Taurus 6 cyl Front Wheel Drive Automatic 140k miles

My starter tests OK on the bench and through my starting system when not mounted. When I mount it and go to crank ther is one click from the solenoind and then nothing. The car goes completely dead, no lights, no power windows, no instrument panel, no any thing. During this phase of non cooperation there is only a 100mA current draw from the battery but the signal Voltage from the starter wire at the solenoid to ground 5.5 Volts. I'm stumped. SOS

During this phase of non cooperation there is only a 100mA current draw from the battery This is over the allowable limit which is 30milliamps-Do a battery drain test to find out where the short is coming from.
