1999 Ford Taurus Power steering fluid leek.

I have a 1999 Taurus and I just changed the radiator. When I finished installing the new one I checked everything over and started it up. Right away I noticed that all my power steering fluid was leaking out under the passenger side. I noticed that the little hose clamp that goes on the rubber boot on the steering arm right by the passenger tire was loose and that the power steering fluid was pumping out there.
So I would like to know if there should be any power steering pressure there?
After installing a new clamp will that take of my problem? Or is this a sign of a bigger problem? Maybe a seal inside my steering box?

Rack seal no good
placing a clamp on the boot will not solve the problem

need manual CHECK IT @
