1999 Ford Taurus my horn and cruise control stop working

I called the Ford Dealer here and he told me the reason my horn and cruise control stop working was because I needed to change the fuses. I went and got new fuses and replaced all the fuses, the horn and cruise control still didnt work. Then I was told I needed to replace the clock spring in the steering, I took the car to the shop and they replaced it for me, after they replaced it they called me and told me it didnt need replaced, the part was in good condition, the horn and cruise control is still not working, they didnt know why. Now what do I do? Im not worried so much about the cruise control, I can live without that, but I need a horn. Can someone please tell me what I need to do now?

Did you replace fuse 19 in the underhood power center?. Besides the clockspring, I dont see anything else they share

Yes I changed the #19 fuse, all the fuses in the car are now new, I replaced them all.

Was the old fuse burned out? if it was you may have burned up a wire somewhere. If not a connection may be bad, or a wire may be broke.

no the fuse wasnt burn out, no black on it anywhere, but I replaced it anyway.

Grab your test light. Go to underhood power center and remove the horn relay.Slots 1,3 should have power,2 should turn to ground when horn button is depressed.If all ok, install relay and test at horns for power with horn pushed
