1999 Ford Taurus Crankshaft?

My car just stopped steering we assumed it was the power steering pump, looking in the hood none of the belts/pulleys are turning while the car is running, you can also turn the belts/pulleys by hand which I was told you shouldn't be able to do. Someone mentioned the crankshaft, would it be the crankshaft that needs replaced or a pulley do you think.
