1999 Ford Taurus Brakes lack stopping power when cold

99 Ford Taurus mileage:124K. My brake pedal is firm, but the brakes do not have sufficient/normal stopping power when cold. After several miles and stops they work great. When cold, they have some stopping power, but it takes a lot of pushing and I cannot lock them up no mater how hard I press the pedal.

This is not an ABS system. Semi metallic pads. Front Rotors & rear drums recently resurfaced and is clean of contaminates. Brakes were bled and new fluid.

So something isn't working cold. Can a brake booster or its vacuum source be temp. sensitive? Any ideas or suggestions? Thanks!

engine off
pump the brakes 4 to 5 times and hold down the paddle
start engine does the paddle fade down under your foot
it should
if not booster no good
