1998 Ford Taurus When car is started is revs up ro 3rpm

When I start my car it is reving up to 3 rpms and very slowly goes down to 2 but then when I go to stop sign it skips. I was told to clean MFA indicator abd have done that. What makes it rev up that high with foot not on gas? Any help appreciated...Thanks

Check the TPS and throttle plate for sticking open, remove the cable and operate the throttle by hand is it better? Cable could be frayed too. Shut the car off and use a rag and TBI cleaner, clean out the throttle bore.
