1998 Ford Taurus rocker arm oil flow

i replaced the head gaskets on the car and after i put everything together i started the car and it was running alright i was putting the new gasket inside the rocker arm cover gasket and i notcied oil flow had stopped on the rocker arms and the oil light came on. I shut the car off pulled the push rods to check to see if they were bent or if there was something preventing any oil flow. I cant find anything preventing flow and so now I am looking for ideas on what to look at also i have the rocker arm torq specs at 20-28 ft lbs is that the torq anyone else uses?

Is there any chance something could be clogging the oil pump pick-up screen?

its a possibility i thought about that and i did an oil change and blew the lines with a compressor still didnt have any change. I also pulled the pan plug and just poured oil straight into the outlet at the corners of the heads and it went straight through and out the plug.

If there is no oil to the rockers, it has to be related to the pump. I would remove the oil pan and see what is going on.
