1997 Ford Taurus To TDC or not to TDC

Replaced the head and intake gaskets. Had head checked and re-surfaced. The books say to put each cylinder on TDC before tightening the rocker arms.

The mechanic says since the crankshaft wasn't moved, he tightened the rocker arms with the valves in the same position as they were when he removed the rocker arms.

Now I'm nervous about starting the damn thing. Which way is the right way???

I feel that the reason that they suggest to tighten the rocker arms on TDC is that both valves are closed and there is less stress on the bolt as you torque it down, no i am one for doing things by the book. but i feel that there is no problem with doing it the other way as long as each bolt is at its correct torque.
