1997 Ford Taurus Shift interlock

I cant shift my car into gear unless I turn the key to the off position and start it in neutral. Then once I put it in gear and drive off the power steering feels a little funny and when I apply the brakes my clock goes off and my speedometer needle jumps to 0. Once I take my foot off the brake everything comes back on. I also hear what sounds like a relay chattering under the dash. I've had it to 2 repair shops so far, and no one seems to know what it is.I sometimes hear the relay chatter even when the key is turned off. Please Help...
