1995 Ford Taurus Emissions Failure

95 Taurus SHO 3.2L Failed emissions badly-
hydrocarbons in grams/mile=1.68 where .80 is pass
carbon monoxide in grams/mile=44.80 where 12.00 pass.
oxides of nitrogen in grams/mile=1.78 where 2.00 is pass.
I have three codes :
O2 sensor lean left bank(but was replaced still has code)
spout grounded
egr valve not opening(replaced still has code)
I checked the egr vac. supply-has vac from manifold to egr control valve on firewall but barely any to egr from control valve. I changed control valve with my 93 SHO which passed with flying colors to no avail.
I also tried hooking the egr directly to manifold vac. and it does change the idle and performance so I believe egr is good.Although I dont know what controls the egr control valve electricly(trying to trace the egr problem)
The exhaust has a very strong fuel smell almost burns your eyes from both tailpipes.
The fuel pressure regulator located on the rail under intake does seep gas.
I have switched the ecm from my 93 with no change so I ruled that out.
Any help here to get this thing to pass would be apprieciated.I dont have the money to donate right now due to being out of work...sorry
I was thinking of taking the manifold off to replace the fuel pressure regulator as i think it may be forcing too much fuel and making the car not pass????

If the diaphragm in the fuel pressure regulator has ruptured, it will feed fuel into the intake manifold through the vacuum port that controls it. Find that vacuum line and take it off the regulator. See if fuel is present. If so, the regulator is ruptured, and could be the main cause of your problem.
