Brakes problem

My truck had some squishy brakes, so I inspected the rear drums to find out the was no pad left at all on the drivers side. I replaced all the components, both sides. The passenger side shoes were half left. After driving after I did this, the brakes were sticking, or so I thought. I disconnected the parking brake and jacked the truck up, the wheel cannot spin easily, I could barely turn it forward or reverse. I took off the drum thinking the brakes were sticking. Put the tire on and it still spun very hard. I had the truck in neutral. What could be causing this? Truck has 70,000.
