1997 Ford Ranger failing smog test on HC's at idle

I've done all the basics to prepare for test. (pcv, oil change,oil filter, air filter, fuel filter, spark plugs) Concerning HC's i'm Allowed 100 max at idle. I've had 3 tests now. 1st test on 12/2/09 was 28, i passed that part, but failed functional (check engine light on). I had diagnosis from ford for the check engine light months ago, and it came up that I needed to replace evap puge and sensor kit. I replaced that myself. 2 days after passing emissions and failing fuctional and repairing the functional issue, i failed emissions at idle 146, but passed on functional (12/4/09). Feeling distrust for the place i was having it smoged, i changed my oil and filter again and went somewhere else. I failed again on emissions at idle at 126. I saw the tech throw the exhaust sensor thingy that goes in the tail pipe under the car so he didn't have to reach under. it wasn't even a smooth surface. Couldn't that damage the sensor? My next choice is a diagnosis for $89.00. Should i trust the 2nd place that threw the sensor under the truck from 1 side to the other? and any other suggestions?

thats a tuffy try the EGR valve? thats about the only other thing i can think of. seems to me like throwing the thing would mess it up.
