My 97 ford ranger recently wouldnt start like the battery was dead so i had the altornator checked and replaced it because it was drawing to much voltage 18+ volts so i replaced the altornator adn now the voltage is jumping. its jumping from 8 volts to 18 volts. and while doing that everyting electrical on the truck is dimming adn brightening like the lights and the blower motor. does it have anyting to do with the voltage regulator? Do you know what it would be???

Check all your fuses and wiring connections on the alternator/battery. For that to happen the voltage regulator is not controlling the alternator's output.
