1994 Ford Ranger pitman shaft seal

1994 Ford Ranger 6 cyl Two Wheel Drive Automatic

I had blown the pitman shaft seal, replaced the seal and before I pulled it out of the garage it blew again. I thought I might have not seated the snap ring properly so I reinstalled a new seal asy and seated the snap ring as needed. Again before I backed the truck out of the garage the seal blew out again. Do these p/s pumps have a built i pressure regulator?
Please help!!

Did sector shaft have side play? Check return line see if fluid flows to pump.

No, the shaft had no side movement. before the seal blew out you could see fluid flowing in the resevoir.
FYI This truck has about 250,000 miles, so i'm not surprised if it may need a steering gearbox rebuilt or replaced.
