1988 Ford Ranger fuel pressure

Truck seems to have no fuel pressure. After replacing fuel filter, I checked the fuel pump relay. The relay switches on when ignition key is turned on, but voltage coming from computer is only 7.4 volts. Even with the fuel pump relay connector unplugged that voltage is only 7.4 volts. What does this indicate? To test, can I disconnect computer wire from fuel pump relay and replace it with a known source of 12 volts just to see if it will run the pumps?

Yes, you can run power direct to see if it runs. However, make the final connection at the battery and not near the fuel tank in case of spark.

As far as the voltage, check to make sure there is no corrosion or damage done to the wiring. Something is causing resistance and cutting the power.
