Will the Voltage regulator cause the head/taillights to stop working? Should I Change the fuse or the bulbs, when i change the regulator?

I don't think so-the lights will come without the voltage regulator-The voltage regulator's job is to maintain the alternator output.
I recommend you load test the battery and alternator to ensure both are in working condition. Then start checking the headlight switch.
Also check the fuse no.5 15amp fuse tail that's okay were right back to the headlight switch
