crank shaft is stuck

2000 ford expidetion was driven with low oil, car will not strat. is there anything i can do to try to unfreeze engine?

probably not , if it was driven with low or no oil you have probably damaged the lower end , spun one or several rod and or main bearings , the pan needs to come off to determine the extent of damage , sorry
