2004 Ford Explorer Sport Trac

I have a 2004 Ford Explorer Sport Trac with 87,000 miles on it. It has a V6 engine and automatic transmission. About 8 months ago I had the brake pads and rotors replaced and so I am not sure if this has to do with my problem since they should still work fine. Besides my brakes still squealing and needing to get them checked out, I have been hearing this high pitched whirring/whining noise coming from underneath my car. At first I only heard the noise once I had been driving for a little while and whenever the car was in gear (which inevitably meant the brake was applied) and now I hear it all the time except when it is in neutral and/or I am not using the brakes. Could my rotors be warped or is it something else? I am at a loss here. I am a grad student in a new town and don't know any mechanics in the area. I just can't afford to be ripped off and it is sad, but some people do it, so I would like to get an idea of what it could be before I go. Thanks for your help!!

It has been happening for about 3 weeks, I am trying to get the money together in case it is a big problem! The noise seems to occur when I am about to stop yes, but I can't tell if it makes the noise while I am driving because the windows are up and the radio is on and most of my driving is on the highway. When it is just parked there and running it is fine, but I had a friend put it in drive and apply the brake and it made the noise even when not moving. I hope this helps and thank you!

Ok, I took out the fuses and took it on a test drive, but the noise is still there. So I put the fuses back in...sounds like they might be important. I had a mechanically inclined friend take a look and he said it could just be vibration...does that make any sense? Thanks!
