if there is a recall on a certain part of a vehicle is the dealership supposed to replace that part for free and if so does it matter that the vehicle is out of warranty

Safety recalls is covered by dealer for free even if car 20 years out of warranty
some emission recalls are covered for up to a certain miles and warranty has no effect on it at all
