1998 Ford Mustang Window Motor? or Regulator?

My drivers side window got stuck in the down position all of a sudden. Never a problem...never slow in the past. When I push the button, I can hear a click and it will dim the interior lights a little...it will also draw from the volt meter a little. I'm trying to get an estimate of the cost to fix it but I live in FLorida and they all want me to bring the car in so that they can figure if it is a motor or regulator. Ive asked for an estimate on both to no avail. I basically need to know if it would be the regulator or the power motor itself or could it be something else.

sounds to me motor has shorted and drawing voltage. When regulator goes window usually drops and can hear motor run. Advance Auto has replacement for $58
