1995 Ford Mustang High Idle

Driving home from work today I noticed that my engine was idling at about 2000 rpms. I checked the resistance of my IAC and the voltage to my IAC and they were both within specs. I cleaned it with carb cleaner and reinstalled it and was still idling high. I check the resistance of my throttle position sensor (TP) on the terminals which correspond to the brown/white and gray/white connector wires on the sensor and got an "infinite" or "open" reading. Does this mean my TP is bad and causing the high idle?

Check the TPS closed and wide open throttle voltages
