emission light is on and the vehicle has an erratic speedometer when decelerating and down shifts hard.

Have you had the computer scanned? As far as the speedo, it sounds like an issue with a vehicle speed sensor. However, I have seen the throttle position sensor cause ids a bad ISC Have you checked that?
