2006 Ford Fusion cooling fan

i have power and ground to the fan but no signal power to switc it on .it will not run at all w/ac or w/o ac on and the fan is new

Please explain that. If you have power and ground going to the fan, then it should be running or the fan is no good.

it has 3 wires to it Power/ ground /and signal wire from pcm no signal at any time to turn fan on

OK, I see now that you have a variable speed (duty cycle) type fan. This system is pretty much self contained in the fan assembly. That 3rd wire goes to the PCM and the the PCM commands the speed. The way this has to be diagnose is with a bidirectional, professional scan tool. You can command the fan on from the scan tool to see if it works but it is most likely a bad fan assembly.

Also this vehicle may have a module mounted on fan shroud that may b burnt out mine was on 08 fusion fan was ok
