1990 Ford F350 Engine won't crank

I recently obtained a 1990 F350 truck. The key was a little difficult to turn but it would crank and the engine would start and run fine. We had extreme low temperatures,( in the single digits), and when I tried to start the truck, the battery showed power but nothing happened when I turned the key. I tried jumping it but it still would not start. Any suggestions

could be a faulty starter, remove it and test it..
