1995 Ford F250 No Power

I kept shorting out starters on my 95 F250. So I replaced the positive battery cable in hopes that was the problem causing the starter shorts. Now I have no power what so ever to the truck!! No lights no nothing.
I replaced the starter fender mounted relay and still nothing.
The battery is good according to the multi meter tests, but when I hooked up a battery charger to the truck, I jumped the terminals on the relay to see if it would atleast crank. All I got was a sound like the starter wanted to engage the flywheel, but couldn't. And even with the charger on the battery, still no power at all.
I need help in finding the problem to this truck. Any advice?

Inspect and test the fusible links could be at the starter relay or alternator
