1987 Ford F250 Fuel system

The truck won't start. I've determined that it isn't getting fuel... I found a steel line running from the top of the fuel tank that has corroded and broken. I don't think it is a fuel line (there are two plastic lines running from the same point on the tank and they are labelled 'fuel'). I don't know what the line is, so I can't figure out what I need to buy to fix it...
Please tell me if you know what this is...

Hi namorking,

If the fuel line is broken, fuel would be shooting out when you crank the engine.

Check if the fuel pump is working. Test for power supply to it.
