1970 Ford F-250 V8 Two Wheel Drive Automatic ????? miles

Just got this truck and it started fine for 2 weeks. Then it wouldn't start at all. Wiggled the automatic column shifter around and it would start. Thought it was the neutrl safety switch going bad. I was wrong. the nuetral safety switch is bypassed. someone hooked a single wire to it and then "pinned" it in Park. Found this out after i was gonna by a new starter but the one i had "bench tested" great. Put a new solenoid on for good measure. Still the starter spins but it is not engaging the flywheel. Both flywheel and starter teeth are in good shape. What gives?

You need to shim the starter drive pinion closer to the flexplate
