79 F150 breaks lock up

I have a 79 F-150 4x4 and when I push the break peddle the peddle goes to the floor and the breaks lock up. I jacked the front up to remove the tire. I tried to spin the wheel but it was very tight as if still locked up. What could be the problem? Could reinstalling the front breaks possible free the breaks up?

Generally when the brake pedal goes to the floor after replaceing the pads or shoes...There is a possibility of a bad brake caliper or leaking wheel cylinder...
Or possibly air in the lines from a leak from either caliper or wheel cylinder...Without seeing it its hard for me to diagnose...If it is a front thats tight.. also check to see if the spanner nuts are tight and check the bearings throughly for wear or damage... There is also the possibility of the brake booster not operateing correctly ( Lack of Vaccuum or vaccuum leak)...Or take it to your local 4 wheel drive shop for an inspection to see if the problem is a caliper or wheel cylinder failure...etc...
