Engine locked up: does this automatically mean I need a new engine? Where do I start in resolving problem: starter, oil pump, etc?

First, are you sure it is locked up? Second, if it is, was it due to lack of oil, overheating...?
Let me know. Based on what happened, it may be cheaper to fix your engine.

Little to no oil. Parents ranch truck. Trust ebay motors for an engine? Remanufactyred costs 4K. Better to rebuild?

I question purchasing anything from the internet. I had a bad experience, but that is up to you. I would take apart your engine to see what happened. It may be worth rebuilding and cost a lot less. However, you may get lucky and find one in a salvage yard from a vehicle that was in an accident.
