2004 Ford F150 Fog Light Maintenance and Repair

I drove through a large puddle and broke both fog light bulbs. I replaced the bulbs and they worked until it rained again although, I don't remember going through any large puddles. Now they do not work. The bulbs cost $20 or so each and I do not want to replace them after every rain. I noticed also that the fog lights are cloudy and there is broken glass from the bulbs inside the lens. Is there something else I should do - like caulking or taping or otherwise sealing the bulb component - besides replace the bulbs? How do I kep moisture out of the fog light assembly?

If the lens is cracked, it needs replaced. Also, there should be a gasket between the lens and the assembly to keep water out.
