1997 Ford F150 clutch pedal will not depress

My clutch pedal wont depress. Most people on the internet say its a problem with the hydraulic cylinder; however the shop I brought it to says i need a whole new clutch. Should I bring it somewhere else?

Can't see how clutch hydraulics could bind but fork or pressure plate failure sounds right. You could get another opinion have you used this shop before?
