If you're not leaking fluid, your not sucking air. If you're trying to "pump bleed" the brakes, many times you can't move the fluid through fast enough to get the air out. The air keeps rising in the system and stays there. On Fords, you often need a "pressure bleeder" to move the fluid through the lines fast enough to do a good job. Once you know you have all the air out, then you can take a look at the master.
