1995 Ford F-100 hose leading to the gas tank

when I tried to add gas to the tank, the gas pump shuts off, like the tank is full, but it isn't, I can only put ounces of gas into the tank before the pump shuts down, service guy said the floating ball was froze? or stuck?
The first problem was, gas would leak from a hose leading to the tank, I had it repaired, $400.00. When I picked it up, it still leaked, took it back again, now when I try to add gas, the pump shuts off.

Check the vent tube, it sounds like it is blocked or pinched not allowing the return fumes to flow and shutting off the pump.
