2004 Ford Explorer Re/program key fob 2004 Explorer

I tried:

"Insert key, turn ignition off-to- on eight times in succession, ending with key in on position doors will lock, unlock to verify in programming mode."

Nothing happens after the 8th time.

Any suggestions? Is it maybe a fuse - if so which one?

Thanks Joe, but those are the directions I tried before posting my question.

I bought the Explorer used, got one key and one non-working fob.

Could it be a fuse?

I would say no to the fuse. If it was, the locks... wouldn't work at all. The FOB could be bad.
