2004 Ford Explorer Power windows

All of my power windows stopped working at the same time and from every armrest switch. I changed fuse #6 in the main box under the hood and I can't find another fuse for it even though the Chilton's manual says fuse #17 in the central junction box (Is that the fuse box under the hood?) might be the problem. So if it isn't fuse #6, what is it and how do I go about doing it?

There are two fuses. One is under the hood and the other is under the dash (driver's side). Also, have you checked to see if you are getting power to the main switch on the driver's door?
