2002 Ford Explorer 6 cyl Two Wheel Drive Automatic

My Explorer needs a headlight adjustment as both lights shine entirely too low to the roadway when on dim. The high beam is preferable when driving at night and do no seem to bother oncoming drivers. I am told that only the Dealer can adjust the lights to the correct position. Why can't I do it?

You can.
Pull it in front of your garage door, assuming the driveway is level/flat there and turn your headlights on. You will see the lights move up on the garage as you adjust them. If you put them too high however it will both reduce visibility close in front of your vehicle and be in oncomming drivers eyes. Neither is safe or good.
