When I try to put gasoline in the tank it will take about a pint or so and then over flow the filler neck. After a few seconds the gas will go down, then when I try it again the same thing happens. I disconnected the filler tube right at the tank and the filler tube is clear. I could reach inside the tank with my finger and felt what seems to be a plastic torpedo shaped item that is spring loaded so it will close off the opening in the tank that the filler tube is clamped to. It seems that it is a check valve to stop gasoline from going up the filler neck on acceleration. Any ideas?

The item you described is to prevent fuel leakage in the event of a roll over. What I need you to check is the breather. It is a smaller hose / tube that runs along the filler tube. It allows air to escape from the tank as it fills with gas. Many times they get crimped or blocked and won't allow the air to escape.

Check that out and let me know what you find.
