1999 Ford Explorer Brake Slipage

This problem does not happen all the time. When I
am almost at a complete stop the brake seems to
slip and the pedal gives a little, not completely to the
floor but a enough to make it seem like pressure is
lost. There a no leaks, I have new brake pads, the
rotors are in good shape.
Again it does not happen all the time and when it
does its as I'm almost at a complete stop.

Does your Explorer have rear drum or disc brakes? Has system been bleed?

Rear disc brakes, Yes they have been bleed.

Only thing I can think of is piston seal failure in master cylinder. What happens to pedal if you apply and hold pressure to pedal does it slowely drop?

No, The pressure holds, like I said the problem does not happen every time I stop. It happens randomly.
