1997 Ford Explorer Muffler

i need to replace my muffler. The cat converter is connected to an exhaust pipe that then connects to the muffler. The connection between the pipe and the Cat converter looks like the bolt is threaded into the flange on the cat converter (really rusted and hard to see). Is it threaded in to the flange or is a simple bolt that I can cut to seperate the Cat from the pipe?

There should be a bolt on the flange that it goes into.

On the flange? All one piece. Bolt is attached to the flange?

It can be one of two ways, threads in the flange or a nut spot welded to the flange. What I recommend is using a penetrating fluid on them a day before working on it. See if they will come out. If they don't and break, just drill the bolt out and replace it with a new nut and bolt.
