Brakes problem

I recently bought a 91 explorer. The brakes take a long time to bring the vehicle to a stop, and I have to floor my brake pedal to get the brakes to work effectively. The woman I bought it from said that the brake disks and shoes need to be replaced, but I dont really trust her diagnosis. Could I have air in my brake lines? Or do the brakes just need replacing?
