2002 Ford Expedition Lights flashing,Clicking noise

I am having a problem with the interior lights all lights on the dashboard and headlights and tail lights flashing.And does not stop..When the car is off or on..There is also a clicking noise coming from it sounds like near the fuse box under the hood...
