One winter morning, I thought I had cleaned off the windshield enough and turned on the wipers. There was a weird noise and now the wipers do not work at all. I took it to the dealer and they told me it was the wiper transmission needed to be replaced. COst About $400. I am afraid this is too much. Is this correct?

If you buy a used one and do it yourself, you'll save more than 50% of that...think junkyard.

Yep, you will save money if you do it yourself, you can get a used wiper motor for about $70.00. Here is how to change it out. Check out the images (below). Let us know if you need anything else.
