2000 Ford Expedition Flashers do not work

Yes there is a flasher relay.
It is located behind the center of dash, in theblower/flasher relay block.

Where exacltly is the blower flasher relay block under the dashboard

It is inside of the dash. In the very center, behind your radio and other accessories there. You will have to remove some components to get to the relay block.

Were can I find a detailed step by step visual how to diagram to find and replace the flasher. Thank you.

Disconnect negative battery cable. Remove headlight switch by doing the following: Turn headlight switch to ON positoin. Pull headlight switch knob. Insert a thin tool to release headlight switch knob and remove. Reinstall headlight switch knob 180 degress from original position. Turn knob fully counterclockwise. Turn knob fully clockwise. Pull headlight switch from instrument panel. Disconnect electrical connectors. Carefully release 4 retaining clips and remove steering column opening cover. Remove 7 instrument panel finish panel bolts. Remove instrument panel finish panel. You should gain access to relay this way. Below is only diagram I can find of relay. You can contact your local Ford dealer for a print-out of the relay diagram.
