2004 Ford Excursion Speedometer stuck

My speedometer recently started getting stuck at approximately 30mph, regardless of actual speed. If stuck when the ignition is turned off, it cycles back to zero but when the ignition is turned back on, the needle returns to where it was when the vehicle was shut off.

Not sure where to begin the troubleshooting process. Your guidance is appreciated. Thank you.

If you hook the vehicle up to a scan unit and run it down the road it will tell you what the computer thinks the actual speed is. If the scan unit says you a doing 30 mph and you know you're going 55 mph then the speed sensor is bad. If scanner says you're doing 55 mph and the speedo says 30 mph, the speedo head is bad.
