trun signals not working, have replaced all the bulbs. can not locate fuse or relay

Welcome to the forum, check fuse 27, 15 amp in central junction box. Not only check fuse, use a testlite on the fuse circuit, it should go hot when you turn on the key. That circuit is voltage for the turn signal.
