locking front right brake

Got a 1990 ford escort freedom the front right brake is locked on. I have changed pads and fly wheel could it be the master cylinder at my wits end? Any help appreciated thanks

Don't forget the hose!...open the bleeder screw, then see if the wheel turns, if yes change the hose.
