The power steering pump has failed and all the fluid has leaked out. Can I continue to safely drive this car without it?

you can drive it yes but keep in mind the steering will be much, much stiffer at slower speeds. a vehicle made without power steering is tough to steer, but a vehicle made WITH power steering and has failed is even tougher.
