2000 Ford Escort shifting the gear

I can not shift my gear from park to drive. It become lock in place when i go back to park. and the only way i can down shift is to turn the ignition to the off position and slid the gear to neutral and crank the car.Brake lights want work. I dont know, but i believe that these two problems are related. thank you
