1999 Ford Escort Blow fuse

My escort keeps blowing the 30A fuel injector fuse under the hood. The fuse blows when turning the key to the start position. Replacing the fuse and trying again, it will start and run without any problem. But, if you shut it off and try to start it again it will blow the fuse. If I turn the ignition key to the run position but not to start, I can engage and disengage the fuse and hear what I think is the fuel pump start and relays click in, but try to start and "poof".

It sound as if the starter have over drawn causing the fuse to burn
we had a similar problem on a dodge product it turned out to be the starter
